How Cayuga Lake Became Its Own Wine Region

On September 16, 1987, the Bureau of Alcohol, Tobacco and Firearms published a proposal for a new viticultural area around Cayuga Lake. The notice identified Douglas and Susanna Knapp of Knapp Farms and Robert Plane of Plane's Cayuga Vineyard as the petitioners.

The proposed area crossed parts of Cayuga, Seneca, and Tompkins Counties. It surrounded and adjoined Cayuga Lake, and it sat entirely inside the broader Finger Lakes viticultural area that federal regulators had already recognized.

The numbers in the proposal are a snapshot of that rulemaking period, not a present-day directory. In 1987, the notice described eight bonded wineries, eighteen vineyards, and about 460 acres of grapes within the proposed area.

The rulemaking then opened for public comment. The final rule reported that the agency received twenty-three comments, all supporting the proposal.

The final rule was published on March 25, 1988 and took effect on April 25. It made Cayuga Lake a more specific appellation of origin nested inside the Finger Lakes region.

Federal recognition did not declare that one wine was better than another. The agency expressly separated geographic recognition from a quality endorsement. The designation instead gave producers and consumers a defined geographic name for wines that met the labeling rules.

The result was a layered map of origin: Finger Lakes for the larger region and Cayuga Lake for the federally defined area around one lake.
